Moderate damage – “Is it safe for the CERT members to attempt the rescue?”

With moderate damage, the CERT mission is to:

locate;

treat airway, major bleeding, and shock;

evacuate;

warn others;

continue size-up while minimizing the number of rescuers and time spent inside the structure
