1." Legal aspects of commandeering premises and equipment in an emergency": we are told to go get stuff from private property in a disaster, but what are the guidelines and how do we meet them?

MAKE ARRANGEMENTS AHEAD OF TIME WITH NEIGHBORS TO USE EQUIPMENT, ETC.

2. "Self defense/defense of supplies/ defense of teammates".What are the guidelines and how do we meet them?

NO WEAPONS ARE ALLOWED IN CERT. USE COMMON SENSE.

3. "Site sanitation": presuming you have people bunching up and the toilets aren't working, very soon you may have a health crisis on your hands.

PRE-PLAN! HAVE PLASTIC BAGS AND SANITATION SUPPLIES AVAILABLE.

legal aspect of commendeing premise and equiptment in a emergency:
I suggest you start  by talking to your city and county lawer .Then talk to your emergency management agency director.The legal aspect can be covered and also who has a agreement with the county and city for disaster response

Site Sanitation:There are several books on this suject. Start with the Boy Scouts,wilderness search and rescue, the military.
