Get your neighborhood blockwatch and crime stopper groups to become CERT certified. This goes along way to helping out Emergency services in an emergency or disaster.
Our neighborhood association is made up of "Street Representatives", a contact point for all community information, newsletters, meeting notices, etc. Since most "Doers" are a minority, when you find them, they are receptive to additional training as long as it is flexible and accessible to their schedule. While it is easier to pour the training in a solid block, easier for the trainers but remember we need the volunteers more than the need us. Easier we make it on them the more inclined they are to participate.
I feel that Neighborhood Watch or "Block Watch" is a easier sell thane CERT. Once they start to see the benefits from the Neighborhood Watch programs, a tangible, visible change for the good, then you have the credibility needed to convince them to consider CERT participation.
