BEAR VALLEY SPRINGS, CA (KERN COUNTY)

Bear Valley Springs is located in the Tehachapi mountains 2 hours north of Los Angeles. In the event of an areawide disaster we will be isolated for some time. With this in mind the BVCSD formed a Disaster Council in 1995. The council successfully launched a CERT program in early 2002 using all volunteer instructors from retired first responders and medical professionals. The goal is to train and support six 20-member teams.

GROVES HOMEOWNERS ASSOCIATION, IRVINE, CA

We are a senior community resident-owned mobile home park in Irvine, California and are in the process of converting our earlier disaster planning organization to a CERT format. We have downloaded much of the training material from FEMA and are currently working with the Irvine Fire Department CERT representative to help us through the transition. We have 533 homes and have broken the area into 7 divisions of 70 to 80 homes each. We have containers with First Aid, Fire and Search & Rescue supplies in each division as well as a central command center and triage. Most of our volunteers have had CPR training and we are just currently attempting to get members to go through the CERT courses for certification as soon as we can. In the meantime we self-teaching ourselves from the FEMA course material and focusing on organization and communications.

We have a large shipping container stocked with supplies for search and rescue, fire suppression, triage and records of who is trained, who needs special help and who has special skills (medical, engineering, plumbing, electrical, etc.). Meeting Times:
First Tuesday of each month in the board room at Santa Monica airport at 7:30 pm plus special exercises at the command center 2 or 3 times a year. We meet from September through June.

Members:
Approximately 80 people trained. About 20-25 active members with others on call in a disaster. We have a member who maintains a list of people who want training so they can be contacted when a class is scheduled and another member who does an "e-mail tree" to CERT members and to the neighborhood in general regarding items of interest pertaining to safety and crime alerts.

The Tribal Emergency Response Team program (TERT) was developed in accordance to the CERT curriculum to assist with disaster preparedness of our tribal and neighboring communities. Our instructors are graduates of the Emergency Management Institute and have extensive training and experience in emergency services, which include firefighting, search and rescue, and medical care. The 20-hour TERT, includes lessons on Earthquake Awareness/ Preparedness, Fire Suppression, Light Search & Rescue, Disaster Medical Operations, Team Organization & Management, Terrorism, Basic First Aid and simulated training exercises.
The curriculum was adapted from the CERT program that was developed by the Los Angeles Fire Department and has been adopted by FEMA. The TERT members are trained to respond efficiently to assist with large-scale emergencies. TERT members are instructed to care for their family and neighbors and then report to incident staging area for an assignment. TERT members attend twenty hours of training sessions and are offered additional classes such as: CPR , EMT , Emergency Response to Terrorism, SEMS and other rescue courses. The TERT training is open to employees and tribal members free of charge and graduates receive certification along with basic rescue equipment. The City of Simi Valley now has two categories, DTC (Disaster Trained Citizen) and DSW (Disaster Service Worker). Those who want CERT training for their own well-being receive the basic CERT course and no further demands are made on them. Those who want a larger role/commitment work their way into the Disaster Service Worker Program. It is an ongoing training program which requires their commitment, attendance and attention. In exchange for the extra training they are expected to respond when there is a need for trained emergency service workers. The concept is a great success. The DSW Competition Team won three of six events at the 2004 BICEPP challenge held at the Los Angeles Convention Center. At the foot of the Sierra Mountains and just two hours from Los Angeles, the Tehachapi Valley CERT program prepares citizen volunteers for the very likely earthquake, flood, or hazardous materials incident. Tehachapi is among the areas hardest hit by earthquakes in California and would be isolated in the event of a major quake.
