PIOs, Communications Plans and Standby Statements

am in the process of completing our community's Communication Plan. As our
Community leader as well as our CERT leader, the role of PIO falls to me. I
am using the Communication Plan from LSU as a format for our plan. Has any
of the CERT PIOs here worked out a list of tough questions?  
 
* Anticipate the tough questions
The crisis team should make a list of all possible tough questions that the
media or the public might ask. By composing responses to these questions,
the PIO can be better prepared for interviews and press briefings.
 
I also have learned that the most effective PIOs have created Standby
Statements. Have any PIOs here done so. I have found one format from the IRS
that I have included below.  
 
* Develop messages
PIOs should develop a few clear, simple messages for its stakeholders and
the media. These messages should be delivered repeatedly and clearly and by
one voice. The messages should demonstrate concern about what is happening
and for the people involved, and should explain what the university is doing
to solve the problem.
 
Natural Disaster Standby Statement
 
At (X:00 pm/am/date) a (fire, hurricane or other disaster) occurred in the
Coral Heights community resulting in damage to (homes, vehicles, businesses,
etc.)  
 
(XX) residents of Coral Heights (were injured or not injured). The injured
residents were given first aid at the scene and transported to area
hospitals for further observation and treatment. An Executive Committee
member from the Coral Heights Local Neighborhood Association accompanied the
injured to the hospital and we are awaiting more information from him/her.  
 
The (disaster) (did or did not) damage Coral Heights. We have a number of
controls in place to ensure the quality and safety of all residents. (CHLNA
Emergency Plan).  
 
We will provide additional information about the injured and the extent of
the damage when it becomes available.  
 
We will meet with you at (X:00 pm/am/date) at (this location or another) to
keep you apprised of the situation.

 
I am hopeful we could begin some discussion on these topics. If any here
have no Communication Plan, I am willing to share the rough draft I have to
assist others to begin theirs.
